Passcode: NW4J%Z5f\n \nThis November\, Portland voters will decide whether to authorize City Council to establish a participatory budgeting program that would allow residents to determine how to spend the equivalent of at least 2% of the City’s General Fund budget. If passed by voters\, City Council would be authorized to identify funding sources from across the entire City budget to meet this funding obligation.
