SUMMARY:ABCs of Land Use & Inner Eastside Rezoning Project (LUTC Meeting)
DESCRIPTION:The SE Uplift Land Use & Transportation Committee (LUTC) covers relevant and essential land use and transportation topics through monthly meetings\, held on the third Monday of each month. \nJoin LUTC on April 20th to sharpen your advocacy skills and explore ways to support neighborhood growth. Featuring the second module of the ABCs of Land Use\, you will learn about how to effectively respond to common development and conditional use notifications as well as additional notifications you come across. We will walk through who receives this notices\, where to find info\, and how to structure your response to influence how your community grows. This is essential information for everyone wanting to support development in their neighborhood. \nThe Inner Eastside for All zoning project is launching and we will review high level objectives and the tentative timeline. The community-led initiative advocates for “four floors and corner stores\,” envisioning walkable\, mixed-income neighborhoods filled with diverse housing and vibrant local retail which this project will explore. The Housing Production Strategy identifies the zoning project as a key item in the city’s plans to provide enough housing types and capacity in walkable\, mixed-income neighborhoods to meet the existing and future needs of the community. \nDiscover & Create Your Neighborhood

SUMMARY:Housing Bonus Alignment Project & Cesar Chavez Safety Project (LUTC)
DESCRIPTION:Discover & Create Your Neighborhood at the Land Use & Transportation Committee \nMeeting Topics: \n\nHousing Bonus Alignment Project\n\nThe Housing Bonus Alignment Project aims to update development bonuses in mixed use and multi-dwelling zones outside of the Central City through zoning amendments. The changes offer bonuses to developers like extra height or larger building footprints in exchange for needed housing types. This includes increased accessible units\, affordable housing\, and more bedrooms for large households such as those with children. Reductions on minimum standards on landscaping\, setbacks\, and outdoor space are being considered to create more room for neighbors in our city. \n\nSE Cesar Chavez Safety Project\n\nPortland Bureau of Transportation (PBOT) is working to improve safety for people on SE Cesar Chavez Boulevard between Lafayette Court and Schiller Street. Left turn signals for traffic turning onto Chavez Blvd from Holgate\, lane reallocations into two travel lanes with left-turn pockets at select sites\, new on-street parking\, and creating future crossing improvements.  \n\nTransportation Rules Updates\n\nThe City of Portland is currently revising several Administrative Rules for Transportation (TRN abbreviation) to ensure the City Code remains operational. A key update is TRN 14-34 which regulates Connected and Autonomous Vehicles (AVs). While autonomous vehicles provide benefits there are risks which need to be weighed with consideration for how AVs interact with the public. Proposed rules include conditions of operation as well as restrictions. \nPublic comment is being accepted on Encroachments in the Public Right-of-Way (TRN-8.08)\, Transportation Demand Management (TDM) Plans for Residential Uses (TRN-9.02)\, and Driveways – Operations and Location (TRN-10.40). \n\nCommittee Updates\n\nThe latest updates and an invitation to share community highlights on neighborhood projects and initiatives.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nSee the Meeting Agenda

SUMMARY:Land Use & Transportation Committee
DESCRIPTION:Join the SE Uplift Land Use & Transportation Committee this Monday\, January 26th* for a preview o Safer Streets Projects coming to Cesar E Chavez and Division Street\, Portland Transportation Revenue Options\, and an update on Trimet’s Budget and Transit Service Changes happening this year. \n* Note the change of date to the 4th Monday due to observation of the holiday the prior week. \n \nSafer Streets Projects for Fixing Our Streets comes the voter-approved 10-cent local gas tax and includes. Staff from Portland Bureau of Transportation will preview the project draft list of vetted improvements. The discussion will focus on safety projects coming to District 3 such as Cesar E Chavez Boulevard and Division Street among others. The Fixing Our Streets Oversight Committee will receive an updated project list on March 10th before confirming projects in June. \n \nPortland’s Transportation Revenue Options is the first phase of a comprehensive strategy to identify and evaluate equitable and feasible transportation revenue options for the city. The City of Portland has a long unmet need to fund and maintain a transportation system valued at over $22 billion. Due to federal volatility and the failure of the state to pass a transportation bill\, the city must identify new transportation revenue sources if it is to provide a functional transportation system. \n \nTrimet Budget and Transit Service Changes Proposal includes adjustments to 35 transit routes including elimination to address a $300 million dollar budget deficit. The proposals are informed by ridership data and feedback. The goal is to maintain service as much as possible by reducing redundant routes while maintaining Frequent Service and routes that service schools and hospitals. Feedback is being accepted through January 31st before a decision is finalized in April. \nDiscover & Create Your Neighborhood at the Land Use & Transportation Committee.

Join the SE Uplift Land Use & Transportation Committee this Monday\, December 15th for a meeting featuring the Portland Planning Commission AND a community discussion about Cesar E Chavez Boulevard. \nWe continue our introduction to land use and planning development with a discussion with the Portland Planning Commission.
