2026 Tree Code Update (Portland.gov)
With the adoption of the updated Urban Forest Plan in 2025, the City is now reviewing the Portland Tree Code (Title 11) to align with community priorities, including equitable canopy coverage, climate resilience, and growing the urban forest alongside city growth. First adopted in 2015, Portland’s Tree Code establishes a citywide framework to protect, preserve, and expand the urban tree canopy as public infrastructure.
Trees provide multiple benefits that protect public health, safety, and welfare. Multiple neighborhoods currently fall short of revised urban canopy goals with the majority located on Portland’s eastside. In addition to advancing the Urban Forest Plan goals, proposed updates also aim to improve accessibility through clearer guidance, streamlined permitting, and better-defined roles and responsibilities. Information sessions and public hearings are anticipated during Phase 3 of the process in 2027.
Community members are encouraged to share priorities and concerns about tree regulations through the project feedback form so staff can consider community input as the review process moves forward.
