ADA Title II Public Right-of-Way Transition Plan 5-Year Update
The draft ADA Title II Public Right-of-Way Transition Plan 5-Year Update outlines the Portland Bureau of Transportation’s strategy to improve accessibility in Portland’s public right-of-way and meet ADA Title II requirements. The Transition Plan creates an actionable framework for improving access across Portland’s public right-of-way. It also fulfills the Portland Bureau of Transportation’s strategic goal of safety, moving people and goods, and asset management.
Discussion covered the plan’s legal requirements, scope, and efforts to address barriers such as curb ramps, sidewalks, accessible parking, signals, transit stops, and temporary street-use events. Most accessibility improvements occur through capital projects and deliver over 1,500 curb ramps every year that meet current accessibility standards. Limited funding is available to upgrade about 100 locations annually by request. There are over 38,000 corner curbs citywide with many installed in prior centuries before federal legislation on accessibility existed. The Transition Plan is an ongoing effort that is continuously being refined with community input.
