State Land Use Compliance Project (Portland.gov)

This code project is focused solely on bringing Portland’s zoning code into compliance with state legislation passed in 2025-2026. The required updates affect middle housing, land use procedures, and allowed uses. The state legislation’s intent is to streamline housing production by reducing hearings, appeals, and notification requirements.

Highlights include no notice to neighborhood organizations for Expedited Land Divisions, including Middle Housing Land Divisions, with appeals limited to the MHLD applicant; direct notice requirements reduced to 100 feet for residential zone changes, planned development, and adjustments; and comment periods shortened to 14 days for Type II and IIx reviews.

2045 Transportation System Plan Project (Portland.gov)

The 2045 Transportation System Plan (TSP), the 20-year framework guiding Portland’s transportation investments. With the project team refining descriptions and the Pool of Candidate Projects, this check-in is an opportunity for the committee to offer early, detailed feedback before prioritization is confirmed. Input from committee members is especially valuable for identifying gaps, clarifying project intent, and surfacing District 3 specific needs to shape the candidate list. Previously the Land Use & Transportation Committee at SE Uplift provided feedback on the goals and visions for the 2045 TSP Committee and advocated for multiple projects included in the project priority list which have helped to shape the project. Committee members are encouraged to discuss with their respective groups the list and share feedback by July.
