
Southeast Uplift solicited input from residents throughout District 3 through a community survey whose report is linked below. The report shares what many residents and business owners in District 3 care most about when it comes to potential City of Portland policies.
Southeast Uplift, the district’s nonprofit coalition office, engaged the community in creating and sharing the survey to gather input on six important policy areas that have neighborhood-scale impact and that are within the purview of Portland City Council:
Over 1,900 people responded to the survey between December 2024 and January 2025. Participants rated how important different policy topics were to them and had the chance to write in their own thoughts. While the survey isn’t a perfect snapshot of every district resident’s opinion—it was voluntary and shared mostly through local networks—it still gives valuable insight into what matters most to many people in District 3.

The findings highlight strong interest in issues like protecting Portland’s drinking water source, safe streets, affordable housing, climate action, and support for small businesses. Community voices played a key role in shaping and distributing the survey—and the report encourages readers to take the next step by getting involved in local policy decision-making.
This survey is a starting point for action, and provides a base for continued conversations between District 3 City Councilors and their constituents.
