This project supports non-profit partners in reaching their affordable housing production goals by reducing zoning designation barriers in priority locations. Key factors include ownership status by non-profit affordable housing providers or publicly owned, proximity to centers and corridors, zoning compatibility with properties adjacent to permissive zoning designations, Comprehensive Plan policies, development status, and Historic or Scenic Resource designations.

District 3 Community Priorities & Survey Results Report (SEUplift.org)
Southeast Uplift solicited input from residents throughout District 3 through a community survey in late 2024. The report shares what many residents and business owners in District 3 care most about when it comes to potential City of Portland policies.
Southeast Uplift, the district’s nonprofit coalition office, engaged the community in creating and sharing the survey to gather input on six important policy areas that have neighborhood-scale impact and that are within the purview of Portland City Council.
